JSI is committed to improving the health of underserved populations through innovative approaches in a range of public health areas, including reproductive, maternal, neonatal and child health, nutrition, infectious diseases, water and sanitation, technical and organizational capacity building, supply chain strengthening, strategic information management, health systems management, and policy development.JSI is currently recruiting for a cooperating country national Monitoring, Evaluation and Learning Director for a possible position with the USAID-funded Tanzania Comprehensive Client-Centered Health Program for Reproductive, Maternal, Newborn, Child and Adolescent Health (C3HP- RMNCAH) Activity. The purpose of the project will be to increase the demand for and use of quality integrated RMNCAH services in target regions, particularly women of reproductive age, youth and children, by improving access to quality RMNCAH services in both facilities and the surrounding communities, promoting positive health-seeking behaviors among Tanzania’s population, and enhancing the overall policy environment for RMNCAH service delivery. Should JSI be the successful bidder, this will be a full-time position based in Dar es Salaam, Tanzania. The MEL Director will be responsible for overseeing monitoring, evaluation, and learning for this activity, including designing and implementing systems to ensure appropriate tracking and assessment of project activities. The anticipated award date is open. The MEL Director will report to the Chief of Party.

RESPONSIBILITIES

  • Ensure quality of interventions and establish/manage a data processing environment responsive to USAID reporting requirements;
  • Establish and implement a learning agenda across the technical components, including a community-based monitoring system;
  • Develop monitoring, evaluation and reporting systems to evaluate performance;
  • Ensure that activity data, result and learning are used to inform activity implementation and shared with stakeholders;
  • Provide technical leadership in MEL including developing, operationalizing, refining and harmonizing the MEL system, including indicators, setting targets, monitoring implementation progress, and ensuring timely data collection;
  • Direct development of data use and visualization tools such as dashboards;
  • Develop and/or supervise weekly, monthly, quarterly, annual reports for submission to USAID, MOH and other stakeholders including ad hoc USAID and MOH requests;
  • Participate in national, regional, and district-level M&E related meetings and
  • workshops; and
  • Supervise the MEL team.

QUALIFICATIONS

  • Master’s degree in public health evaluation, public health, epidemiology, statistics, demography or other related field;
  • Minimum 8 years of MEL senior level leadership experience in RMNCAH projects; including several years with USAID-funded projects;
  • Demonstrated experience in developing and managing data collection systems, with experience in Tanzania at the community and facility level;
  • Ability to develop and implement quality assurance systems;
  • Familiarity with GOT’s data systems;
  • Familiarity with GOT’s national RMNCAH policies and plans;
  • Demonstrated ability to use new technologies to strengthen MEL activities;
  • Excellent report writing, analytical and communication skills, including oral presentation skills;
  • Excellent interpersonal, teamwork, supervisory, communications and mentoring skills
  • Strong communication skills in English

RESPONSIBILITIES

  • Collaborate with the Chief of Party and other key personnel to ensure coherence between programmatic activities and financial provisions;
  • Oversee all operational activities including procurement, grants, logistics, human resources, accounting, finance and records;
  • Supervise all administrative and financial staff;
  • Manage, monitor, and update program budget and obligated funds; Direct the preparation and negotiation of project budgets, reports and modifications, and coordinate with JSI/Boston as appropriate;
  • Assist COP in addressing cooperative agreement-related issues and ensure all financial controls and systems comply with USAID procedures and regulations in implementation of all program activities; and
  • Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

QUALIFICATIONS

  • Master’s degree or higher in Accounting, Business Administration or related field;
  • A minimum of 8 years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, logistics and/or human resources related matters for international development activities of similar dollar value;
  • Ten years work experience in financial management in Tanzania;
  • Demonstrated supervisory experience;
  • Familiarity with USAID financial reporting and compliance requirements; and
  • Experience in managing donor funded procurements and subcontracts/grants.

  • Demonstrated experience in managing RMNCAH programs that provide quality care;
  • Demonstrated skills in project reporting;
  • Demonstrated experience in program financial oversight and subgrant management; and
  • Familiarity with Tanzania’s RMNCAH institutional, policy and program activities.

RESPONSIBILITIES

  • Guide, encourage and oversee all aspects of program management, both technical and financial;
  • Oversee and coordinate JSI and subpartner staff;
  • Serve as the leader of the Senior Management Team;
  • Ensure compliance with award terms and conditions, USAID polices and regulations, and JSI rules and regulations;
  • Serve as the project’s primary liaison with the Government of Tanzania including MOH, USAID/Tanzania, JSI headquarters, other donors, and multilateral and INGO partners;
  • Monitor annual work plans and monitoring and evaluation plan to ensure that the project is meeting goals, and analyze and resolve reasons for any delays;
  • Ensure regular reporting to and timely submission of deliverables as required under the contract; and
  • Encourage the conduct of innovative operational/implementation studies and activities as appropriate to complement project core activities and goals.

QUALIFICATIONS

  • A Master’s degree OR 5 years of experience in management, public health, social sciences, development studies or a related field (in addition to the 10 year requirement noted below) for those without a Master’s degree;
  • At least 10 years of progressively increasing responsibility in managing large comprehensive and complex international development assistance on RMNCH or health programs;
  • Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations;
  • Quality past performance references; and
  • Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures.
