Deputy Team Leader Job Opportunity Chemonics Tanzania 2020

Chemonics seeks a deputy team leader for operations for an anticipated multi-year DFID education programme in Tanzania, Shule Bora. The program seeks to improve quality, inclusiveness, and safety of learning for all 11.5 million girls and boys in government pre-primary and primary schools in Tanzania. In addition to providing support to government systems at the national level, Shule Bora will provide additional focused support to an estimated 4.4 million children in nine regions.

The deputy team leader will guide the programme’s operational implementation as deputy to the team leader and act as team leader in their absence. The position will be based in Dodoma and will require travel to other parts of Tanzania. The project is expected to start in March 2021 and conclude in March 2027. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Support the day-to-day management of the programme, including managing relationships with DFID, other donor-funded programmes, and the government of Tanzania
  • Support the team leader in representing the programme to the Ministry of Education Science and Technology, the President’s Office Regional and Local Government, the Ministry of Finance and Planning, the President’s Office for Public Sector Management, the Tanzania Institute of Education, the National Examinations Council of Tanzania, regional governments, district governments, and, other key stakeholders
  • Manage staff in a matrixed system with a focus on adaptive management
  • Provide quality control for all project operations, ensuring performance targets are met and that deliverables outlined in the programme contract are completed in a timely manner, adhering to value for money, DFID, and Chemonics regulations and procedures
  • Work with the TL to plan, budget, manage performance, manage risk, perform monitoring and evaluation, and develop strategic communications
  • Supervise day-to-day field operations (including the programme’s facilities such as office space (central office in Dodoma and nine regional offices), equipment, and programme vehicles), administration, logistics, procurement, budgeting, and financial accounting
  • Supervise daily financial operations, including cash flow, time sheets, financial reporting, and budget and expenditure monitoring
  • Work with the Tanzanian government to ensure that funding for interventions follows the government’s budgeting and planning processes
  • Manage communication and agreements with subcontractors, monitoring technical and financial deliverables and compliance with Chemonics and DFID regulations
  • Handle all human-resource and personnel-management issues and tasks, including recruitment of local staff, administration of local staff leave and benefits, local staff care and professional development, and performance management
  • Establish business-conduct standards and procedures that comply with Chemonics and DFID standards and train staff regularly. Establish and use systems and internal controls to reduce risk
  • Identify programme technical assistance needs, develop suitable scopes of work and recruit staff and consultants. Execute technical-assistance contracts
  • Oversee and review technical outcomes and deliverables
  • Promote quality assurance and quality improvement for technical activities
  • Help develop the monitoring, evaluation, and learning plan and ensuring linkages between evidence generation, global debates, and country actions

Qualifications:

  • Bachelor’s degree in education, social science, international development, project management, or a related discipline required. Advanced degree in relevant discipline is preferred
  • At least eight years of professional experience managing large (£15 million+), complex projects in developing countries, including at least four years as a project manager, deputy team leader or deputy chief of party for operations, ideally for a DFID project
  • Experience leading large teams and managing programmes that achieve results, with a focus on adaptive management
  • Project-management skills, ideally with certification
  • Experience collaborating and building partnerships with host-country governments, U.K. government agencies, donor agencies and international organisations
  • Experience working on donor-funded education programmes preferred
  • Experience managing and coaching direct reports
  • Experience in Tanzania or East Africa is required
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required. Working knowledge of Swahili strongly preferred
