POSITION SUMMARY:

The CPRC Project Director-Tanzania will be the leader of a highly efficient and motivated team charged with implementing the Tanzanian component of “Community Partnerships for Respectful Care (CPRC)”, a USAID-funded 5-year project being implemented by Americares in Tanzania and Liberia. S/he will determine and drive the strategic vision for CPRC in Tanzania while representing Americares and the Project with external constituents including implementing partners, local and national government agencies, donor organizations, international organizations, and other NGOs. The Project Director will provide programmatic direction and oversight for the CPRC Project in Tanzania while overseeing project finances, operations, and human resources. USAID has designated the Project Director as one of five key positions for the CPRC Project. As a result, the successful candidate will be subject to USAID approval.

The Project Director will lead the planning, implementing, monitoring and evaluating of CPRC activities in the districts of Mwanza, Mara and Shinyanga. S/he will oversee 13 program and technical staff while serving as part of a core project team led by the HQ-based Chief of Party, Technical Director, Project Finance Manager and Project MEL Manager. This position is based in Mwanza where Americares plans to establish a project office. It is anticipated that 50 percent or more of the Project Director’s time will be spent traveling to project sites in Mwanza, Mara and Shinyanga. Frequent travel to Dar es Salam will also be necessary for liaison and coordination with government officials and USAID. This is a challenging position requiring extensive experience managing USAID-funded programs and a proven ability to effectively represent the organization to a wide range of external stakeholders. Female candidates are strongly encouraged to apply.

DUTIES AND RESPONSIBILITIES:

 CPRC Project Design and Management

·         Work with the CPRC Technical Director and other project staff to develop the strategic approach document for CPRC in Tanzania;

·         Work closely with the CPRC’s core implementing partners, Christian Connections for International Health (CCIH) and Georgetown University McDonough School of Business, and in particular, the CPRC local implementing partner, Christian Social Services Commission (CSSC), to design, plan and implement project activities in Tanzania;

·         Develop and maintain project activity schedules and monitor progress toward project milestones thereby ensuring all deadlines are met in a timely manner;

·         As it pertains to Tanzania, provide input for the preparation of annual workplans and budgets for submission to USAID;

·         Provide input to Americares Headquarters for the preparation of narrative and financial reports to USAID including Quarterly Program Performance Reports; Annual Program Performance Reports and the Final Report;

·         Oversee development and ensure timely implementation of the CPRC’s Activity Monitoring, Evaluation and Learning Plan (AMELP);

Finance & Operations

·         Ensure fiscal soundness of project operations and maintenance of effective internal controls;

·         Oversee effective cash management, review and approve financial reporting and budgeting;

·         Oversee the control and tracking of project funds ensuring compliance with USAID rules and regulations;

·         Support the development of procedures and processes to ensure quality and efficiency of office and project operations;

·         In coordination with Americares HR Dept, identify human resource needs and manage the recruitment of staff to meet those needs;

·         Train and supervise a team of 13 program and support staff;

·         Oversee employee and overall team performance and annual performance review process;

·         Develop and implement policies for project operations, ensuring that policies are in line with local regulations and consistent organizational policies and procedures;

Compliance

·         Ensure compliance with all labor regulations and laws governing operations as a registered NGO in Tanzania;

·         Ensure compliance with Americares guidelines and procedures, including financial reporting;

·         Ensure compliance with the CPRC Project’s Environmental Mitigation and Monitoring Plan (EMMP) as it applies to Tanzania;

·         As necessary, assist the Americares Marketing and Communications Dept to develop an overall Branding and Marking Plan for CPRC and ensure strict adherence in Tanzania;

·         Conduct a gender analysis for the project as it relates to Tanzania, and participate in the development and monitoring of the overall Gender Strategy for the project;

·         Ensure compliance in Tanzania with USAID policies and statutory regulations concerning the Protection of Life in Global Health Assistance (PLGHA);

Security, Health and Safety

·         Update, implement and adhere to Americares security policies;

·         Coordinate security planning, monitoring and systems with peer organizations, the UN system, and local authorities;

·         Conduct discussions to identify and determine approaches to address project staff’s stress levels and sense of security;

Representation

 ·         Represent Americares and the CPRC Project with government agencies in Tanzania at the local, regional and national levels;

·         Liaise with donor organizations and other NGOs and IOs;

·         Represent Americares and the CRPC Project at conferences, seminars and other events as required;

·         In the absence of a Country Director, serve as the senior Americares representative in Tanzania;

Other Duties and Responsibilities

·         Be responsive on a day-to-day basis to requests for information from Americares Headquarters;

·         Support the Americares Corporate Relations team to obtain and deliver gift-in-kind donations needed to meet CPRC cost share requirements;

·         Collaborate with International Partnerships and Programs leadership across teams to increase effectiveness of Americares programs worldwide;

·         Provide support for the Emergency Response team if Americares responds to emergencies impacting CPRC Project locations in Tanzania; and

MINIMUM Qualifications:

- Advertisement -

 ·         Master’s degree with concentration in a relevant field including, but not limited to, global health/public health, international affairs or development;

·         Fifteen years of experience designing and implementing development projects; at least ten years should be USAID-funded;

·         Knowledge of public health, RMNCH, family planning, nutrition, and/or health systems strengthening in low-resource settings;

·         Demonstrated ability to represent Americares with government agencies in Tanzania at the local, regional and national levels;

·         Demonstrated ability to liaise with donor organizations and other NGOs and IOs;

·         Experience developing budgets, supervising financial reporting, and ensuring compliance with donor rules and regulations, preferably USAID;

·         Experience developing and managing Activity Monitoring, Evaluation & Learning Plans (AMELP) for USAID-funded projects;

·         Experience with Social and Behavior Change (SBC) approaches as applied to public health and/or other development activities;

·         Working knowledge of USAID rules and regulations governing assistance agreements (2CFR200, 2 CFR700, ADS, Standard Provisions, and others);

·         Excellent interpersonal skills and strong communications skills; ability to develop partnerships across sectors and cultures;

·         Strong organizational skills, capacity to think strategically and attention to detail;

·         Excellent English-language writing skills and demonstrated experience meeting USAID and other donor reporting requirements;

·         Proficiency in Office 365 including Word, Excel, Teams, PowerPoint and SharePoint;

·         Willingness and ability to travel at least two weeks per month; and

·         Unrestricted authorization to work in Tanzania.
