Division & Project Overview:
The five year, CDC-funded Sustain and Accelerate a Comprehensive HIV Response in the United Republic of Tanzania under the President’s Emergency Plan for AIDS Relief (PEPFAR) will support the Government of Tanzania strategy for comprehensive HIV prevention, care and treatment (C&T) addressing the entire continuum of care. The project will provide rapid, flexible support to accelerate evidence-based HIV prevention and treatment program implementation at both facility and community levels, as well as aligned health systems strengthening activities towards epidemic control (with the aim of reaching 95-95-95 goals) in the United Republic of Tanzania.
Roles and Responsibilities:
URC is currently seeking a Regional Quality Improvement Coordinator to assist with the technical implementation of continuous quality improvement (CQI) strategies. Specific responsibilities include, but are not limited to, the following:
  • Support the development and implementation of CQI strategies and approaches aimed to support the MOH efforts to provide rapid, flexible support to accelerate evidence-based HIV prevention and treatment program implementation;
  • Support the routine collection of and analyzation of data to inform CQI service delivery of targeted populations with tailored approaches to ensure programmatic gains do not leave any sub-population behind;
  • Support CQI implementation activities to ensure quality of service delivery;
  • Train staff to ensure that they have skills in CQI tools and approaches;
  • Assist with the development of simple CQI tools relevant for the project at all levels;
  • Support the QI Manager as s/he ensures project team are using CQI for improving quality of technical assistance to implementing partners, facilities and/or communities;
  • Assist the project team members and health unit service provider teams in documenting, managing and disseminating results of their QI work;
  • Coordinate with other program staff on M&E and QI efforts.
  • Support in-country evaluations and assessments
  • Provide inputs into periodic project progress reports.
Required Experience & Qualifications 
  • Bachelor’s Degree in Public Health, Medicine, Health Administration or related field with minimum of five years’ experience
  • Demonstrated ability to apply quality improvement science methods and tools (e.g., root cause analysis, process mapping, development of time-series charts) to health services delivery at facility and community levels
  • Considerable experience with USG-or CDC-funded activities
  • At least three years of experience in CQI training and coaching of improvement teams
  • Demonstrated ability to collect, analyze, and present data to guide CQI efforts
  • Demonstrated ability to work in a team environment and establish effective relationships with government officials, civil society and international donors
  • Strong oral and written communication skills in English; and
  • Demonstrated integrity and fidelity.                                              Considerable experience with USG-funded HIV programs in Tanzania.

Division & Project Overview:
University Research Co., LLC (URC), a US-based public health organization working in Tanzania since 2003, is seeking experts for an anticipated five-year USAID-funded contract to improve reproductive, maternal, newborn, child and adolescent health. The awardee will increase the demand for and use of quality integrated RMNCAH services in target regions, particularly women of reproductive age, youth and children, by improving access to quality RMNCAH services in both facilities and the surrounding communities, promoting positive health-seeking behaviors among Tanzania’s population, and enhancing the overall policy environment for RMNCAH service delivery.
Roles and Responsibilities:
The Technical Advisor, Child Health and Development is responsible for providing overall leadership, coordination and management for the implementation of high-quality child health services and health-seeking behaviors across supported districts.  S/he will provide technical oversight and capacity building for health workers in supported health units to ensure the delivery of quality, relevant and evidence-based interventions, including improved interpersonal communication between providers and caregivers. S/he will be responsible for leading the projects’ efforts to improve the health of children in the supported districts through community engagement, multi-sectoral coordination at the community and district levels, and utilization of best practices in behavior change. S/he will contribute to efforts in strengthening nutrition, diarrhea prevention and treatment, pneumonia treatment, and integrated case management at facility and community levels.
  • Spearhead the development and implementation of the project child health strategies and work plans
  • Work in collaboration with supported health units and districts to implement activities related to the community management of acute respiratory infections, diarrhea, fever and malaria, the revitalization of ORT/zinc, improved water, hygiene and sanitation and infant and young child feeding to prevent diarrhea, the distribution and promotion of insecticide-treated bed nets, etc.
  • Work in collaboration with the Early Childhood Development National Taskforce and relevant ministries and units to support rollout and adaptation of tools and resources for the nurturing care framework
  • Oversee development of work plans for Child Health interventions at supported health units and as well as their implementation
  • Track key performance indicators and strategies to determine progress in achievement of targets and innovations across supported districts
  • Lead planning of integrated child development and health systems strengthening activities designed to increase quality of care and improve developmental outcomes for children under 5
  • Manage specific activities, as assigned; work with colleagues to prepare activity plans and budgets; liaise with stakeholders; provide direct technical input in areas of expertise; monitor and report on progress; and participate in review meetings
  • Participate on behalf of the project in appropriate technical meetings and conferences
  • Participate in the coordination with international and national partners non-governmental organizations, in the development and implementation of the global child health and development agenda
  • Assist in identifying and supervising consultants and in mentoring and supervising junior technical and operations staff
  • Conduct targeted site supervision visits to supported health units and communities in the district to provide technical assistance, capacity building and mentorship of health workers and other community leaders
  • Work with other project staff, to plan and implement quality improvement activities, including supporting health unit teams to achieve efficient delivery of services
  • Prepare periodic program reports, as may be required
  • Supervise other staff as designated
  • Perform other duties commensurate with training and experience
Required Experience & Qualifications 
  • Clinical degree (nursing or MD); MPH or equivalent with a focus on child health
  • Five (5) years of child health experience
Desired Experience & Qualifications 
  • Experience in the design, implementation, management and evaluation of primary health care services related to child health is desirable;
  • MD degree/pediatrician is desirable;
  • Demonstrable technical experience in public health management of acute respiratory infections (ARI), diarrhea, fever, malnutrition and feeding counseling; experience with social and behavior change programs will be an asset;
  • Demonstrable technical experience in early childhood development
  • Previous experience in community case management of childhood illness is desirable, preferably working at all levels of the health system;
  • Demonstrable multi-sector coordination abilities and experience with early childhood development approaches is desirable;
  • An effective team player who has the proven ability to work successfully with other technical and managerial colleagues in a fast-paced work setting;
  • Demonstrated ability to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality;
  • Demonstrated ability to manage multiple tasks concurrently; excellent time management, organizational and reporting skills; and
  • Excellent organizational, oral and written communication skills

  • Provide strategic leadership and vision in the development and implementation of CQI strategies and approaches aimed to support the MOH efforts to provide rapid, flexible support to accelerate evidence-based HIV prevention and treatment program implementation;

  • Considerable experience with USG-or CDC-funded activities
  • At least 5 years of experience in advising, training and mentoring of the improvement efforts including building a cadre of improvement coaches
  • Demonstrated ability to work in a team environment and establish effective relationships with senior government officials, civil society and international donors
  • Strong oral and written communication skills in English; and
  • Demonstrated integrity and fidelity.

The Quality Improvement Advisor will work closely with the other technical advisors to effectively implement, document and report Quality Improvement activities in alignment with national guidelines. He/she will also work with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEC) and relevant stakeholders to improve the quality of health care services in target regions and districts.

Specific Duties

  • Act as the focal person for QI activities within the project and ensure the integration of QI approaches across all project components
  • Contribute to the design, implementation and management of all evidence-based Quality Improvement (QI) interventions
  • Provide technical support to regional and district health management teams in reviewing capacity and progress in using QI to improve compliance with national guidelines and improve health outcomes.
  • Convene and support quality improvement performance review meetings in close collaboration with regional and district counterparts and facilitate regular peer exchange and shared learning opportunities within districts and regions.
  • Support creation and functioning of regional, district and community-based QI committees
  • Building capacity for QI coaching at project supported sites by closely working with the project QI teams to plan for and implement activities aimed at institutionalizing the use of QI methods to improve service delivery and client outcomes through training, on-site caching and support supervision
  • Closely support the project M&E team in the management of QI databases
  • Assist the project team members and health unit service provider teams in documenting, managing and disseminating results of their QI work
  • Participate in compilation and submission of periodic performance and progress reports
Required Experience & Qualifications 
  • A Master’s degree in public health, medicine, management, or social science
  • Knowledge of and experience with proven QA/QI approaches including coaching and mentoring
  • Technical expertise in reproductive, maternal, newborn, child, and adolescent health
  • Experience collaborating with public sector health systems and facilities; experience with private sector is an asset
  • Experience in advising, training and mentoring of the improvement efforts including building a cadre of improvement coaches
  • Demonstrated leadership skills in guiding and mentoring staff and the ability to motivate staff, resolve conflicts, achieve consensus, and promote positive working environment
  • Demonstrated ability to build networks and forge partnerships
  • Previous experience working on US government programs
  • Strong computer skills and familiarity with Internet resources
